Call to applicants for obtaining assistance under the Partnership Project Scheme (hereinafter referred as to “the Scheme”) of the Green Industry Innovation Programme under the Norwegian Financial Mechanism 2009-2014

Objective

 

To increase the competitiveness of green enterprises, including greening of existing industries, green innovation and green entrepreneurship and encourage more active cooperation between businesses and organisations and higher education and research institutions of the Republic of Lithuania and the Kingdom of Norway in implementing common business projects

Supported activities

 

Funding under the Scheme will be used to fund the project activities related to:

  1. Development, installation or introduction of new environmental technologies to the market;
  2. Significant improvement of the existing technological processes in order to reduce their adverse environmental impact and/or increase the efficiency of the use of natural resources, and their introduction to the market;
  3. Acquisition and installation of new innovative environmental technologies.
  4. Acquisition and installation of new innovative environmental software, technology and production equipment (such as production technology lines, equipment, machines etc.) ).

Funding under the Scheme will be provided on the Lithuanian market and/or on company level for innovative technologies, technological processes, software, technology and production equipment.

Eligible applicants

 

An eligible applicant is a private legal entity, which has been registered with the Register of Legal Entities of the Republic of Lithuania for at least one year preceding the date of the publication of the call for applications and fulfilling all the requirements laid down in paragraphs 1 and 2 except paragraphs 1.1.1.4 and 1.1.1.5 of the Methodology for Eligibility Evaluation (Annex No 2 to the Guidelines).

   An applicant may decide to implement the project with the partner(s) seeking or not seeking to obtain funding. Participation of the partner(s) in the project shall be substantiated in the project application. The applicant shall select as partners only those legal entities, who will actually contribute to the implementation of the project activities and (or) will actively use the project results created during the project.  

    The Green Industry Innovation Programme promotes the implementation of bilateral partnership projects, but the involvement of a partner in the project is not mandatory. A bilateral partnership project is a project which is implemented together with a partner(s) registered in the Kingdom of Norway and unrelated to the applicant. For the involvement of the partner(s), who is (are) a legal entity (legal entities) registered in the Kingdom of Norway in the project, additional points shall be given in the stage of evaluation of benefits and quality of projects.

     A partner of the bilateral partnership project shall be a legal entity (legal entities) (an enterprise, research and study institution, association or cluster) registered in the Kingdom of Norway in accordance with legal acts of this country, whose activities are related to the green industry innovation and who fulfils all the requirements listed in paragraph 1 except paragraphs 1.1.1.2-1.1.1.3 of Annex 2 to the Guidelines (where a project partner seeks to obtain funding), or with all requirements listed in paragraphs 1.1.1.1, 1.1.1.4, 1.1.1.5, 1.1.3.1–1.1.3.4, 1.1.3.6–1.1.3.9 of Annex 2 to the Guidelines (where a project partner does not seek to obtain funding).

    A legal entity (legal entities) (an enterprise, research and study institution, association or cluster) registered in the Register of Legal Entities of the Republic of Lithuania, whose activities are related to the green industry innovation and who fulfils all the requirements listed in paragraph 1 except paragraphs 1.1.1.3-1.1.1.4 of Annex 2 to the Guidelines (where a project partner seeks to obtain funding) or all requirements listed in paragraphs 1.1.1.1, 1.1.1.2, 1.1.1.5, 1.1.3.1–1.1.3.4, 1.1.3.6–1.1.3.9 of Annex 2 to the Guidelines (where a project partner does not seek to obtain funding) may be involved in the project implementation.

It is obligatory to submit a copy of the valid joint activity (partnership) agreement prepared in the Lithuanian language (if partner is registered with the Register of Legal Entities of the Republic of Lithuania) or English language (if partner is registered in Kingdom of Norway under the legislation of this country) together with the application.

Total budget of the call

EUR  3.130.906,61       

The Ministry of Economy reserves the right to increase the funding amount planned under this Call to EUR 3,579,997.25.

Minimum and maximum amount of funding available for the project

Minimum amount available for the project – EUR  170,000

Maximum amount available for the project – EUR 1,500,000

Maximum intensity of the support

The funding intensity is determined as a percentage of funding calculated on the total amount of eligible expenditure. The funding intensity is determined for both the applicant and each partner individually based on the applicable state aid rules. The funding intensity may be equal to:

45% – for a legal entity falling within the category of micro-enterprises or small enterprises;

35% – for a legal entity falling within the category of medium-sized enterprises;

25% – for a legal entity falling within the category of large enterprises, associations, clusters and higher education and research institutions.

In case the R&D activity is carried out during the project, the funding intensity may be increased by 15 percentages.

The starting and the final date for submitting the application

 

The starting date for submitting the application: 11 February 2015, 8.00 am.

The final date for submitting the application: 13 April 2015, 5.00 pm.

Applications may be sent by the specified deadline by registered mail and/or using the services provided by couriers or delivered in person to the CPMA.

The application sent by registered mail shall be deemed to be submitted in time if the date of the postal seal on the envelope is not later than the last day of the acceptance of applications.

The application sent using courier services shall be deemed to be submitted in time if the date and time of delivery of the application to the courier indicated on the envelope is not later than the end of the term of acceptance of applications.

The applicant must submit one original copy of the application and an electronic version of the application in a computer storage medium.

Dates for project implementation

The project contract shall enter in to force from the day of its signing by the last party to the project contract.

All project activities shall be completed by the date specified in the project contract but not later than by 30 April 2016.

Project selection manner

The projects to be funded are selected via open call.

The assessment of the project applications will be carried out by the Central Project Management Agency. Complaints of applicants and project promoters have to be submitted and considered under the procedure and terms laid down in the Administration Rules.

A decision regarding funding for the project will be made by the Ministry of Economy of the Republic of Lithuania, having regard the recommendations of the Project Selection Committee.
